What March Budget Hearings Revealed

In March, across both the House and Senate budget hearings, lawmakers and PDE leadership emphasized the essential role libraries play in supporting learning, literacy, and community access to information. In the House hearing, members highlighted how libraries serve as vital community hubs—places where students, families, and neighbors can gather, learn, and engage with resources that strengthen both academic success and community well being. Secretary Rowe affirmed their importance, acknowledging that libraries have long been cornerstones of equitable access to knowledge and continue to evolve to meet the needs of modern learners.


In the Senate hearing, legislators expanded on this theme, focusing on the educational value libraries provide to Pennsylvanians in every region of the state. They discussed statewide resources such as POWER Library, which ensures that students, educators, and families have access to high quality information and research tools regardless of where they live, whether in a large urban center or a small rural community. Secretary Rowe emphasized that these shared resources are not just beneficial—they are essential for promoting literacy, supporting academic growth, and ensuring that every student in the Commonwealth has access to the same foundational tools for learning. These hearings made one message abundantly clear: libraries remain central to the educational ecosystem of Pennsylvania, and investing in them means investing in students.

Most importantly, these partnerships ensure that cyber students—who may not have direct access to a school based library—can still experience the full benefits of a vibrant literacy ecosystem. Whether a student is seeking help with research, exploring new interests, or discovering a favorite genre, their local library has something to offer.


By aligning our literacy initiatives with the strengths of local libraries, we're reinforcing a message repeated throughout the March hearings: literacy thrives when schools, families, and communities work together. Our partnerships are helping to build those connections statewide, ensuring that students feel supported, engaged, and empowered.
